Governor Schwarzenegger,
This bill will do nothing to protect the honest hard working Californian. By restricting the access and purchasing of ammo by the law bidding citizen, it does nothing to stop the criminal that buys their guns off of the black market, smuggles them into the state, or steals.
The only thing is does is force honest citizens to jump through more hoops to purchase what is protected to them via the US Constitution.
What it does so is increase the spending the state will have to do to compile the data collected on law bidding citizens when that purchase ammo for guns that have already been registered with the Federal government. So even if this does pass by your signing it, the criminal is still unchecked because they will just purchase both weapons and ammo on the black market.
Then as for banning the purchasing of ammo from the internet or mail order goes, Mr. Governor, it is an infringement of the Constitution of the United States Article 1, Section 8, Clause 3: “To regulate Commerce with foreign Nations, and among the several States, and with the Indian Tribes” and of Article 1, Section 8, Clause 7: “To establish Post Offices and post Roads”
Both of these give the Federal Government the power and no the state to regulate both the commerce between states and the Post Office and not the states.
